Rupesh Bagdai

Rupesh Bagdai

Rupesh qualified as an optometrist in 1998 and since then he has worked in multiples, independents and domiciliary care. He joined Cheshire LOC in 2009 and has been an active member ever since. He is now the Governance Lead for Primary Eyecare Services Ltd.

He is currently working as a specialist slit lamp examiner for Cheshire Diabetic Retinal Screening Service and is involved in training and supporting colleagues. He has completed the WOPEC Public Health post graduate module and is a College approved peer review facilitator.

Over the last year he has been working with West Cheshire Clinical Commissioning Group to develop sustainable eye health services, placing patients at the centre of care. He is currently mobilising a glaucoma repeat readings service across two CCG areas.

Chris Newall

Chris Newall

Chris qualified as on optometrist in 1991 and is currently Director of Specsavers in Bridport, Dorset. Chris has been a member of Dorset LOC since 2006, serving as Chair since 2012. He works closely with Dorset CCG and was LOC representative on Dorset Eye Health Network.

Chris has enjoyed varied clinical roles from hospital optometry, laser refractive surgery and community practice. He is currently a photographic and slit lamp examiner for Dorset Diabetic Eye Screening Programme.

Chris is a member of Specsavers Professional Leadership Council, and has completed the WOPEC postgraduate qualification in Leadership skills.

Dharmesh Patel

Dharmesh Patel

Dharmesh was appointed as a Commissioning Lead in June 2012. In Greater Manchester he chairs the Primary Care Advisory Group and sits on the GM Health and Social Care Strategic partnership board on behalf of whole optometric profession.

On the board, Dharmesh on behalf of primary care and optometry, has parity of voting rights with other key health and social care partners such as Local Authorities, Clinical Commissioning Groups, Hospital Trusts and NHS England.

He is Greater Manchester’s Local Eye Health Network Chair and also the Operational Lead for Primary Eyecare Services Ltd. Dharmesh is a member of  Stockport LOC.

Dharmesh was a key player in the work to establish the Integrated Eye Service in East Lancashire and has unrivalled experience of service redesign and business cases for competitive tendering and ‘any qualified provider’ bids.

He continues to practice optometry at Dixon Optometrists in Stockport where he is a director and senior optometrist.

Dharmesh is also a former chairman of The Eyecare Trust and is a WOPEC Lead Glaucoma Assessor. He is in the process of attaining independent prescribing qualifications and working towards an ILM Coaching and Mentoring qualification.

Richard Rawlinson

Richard Rawlinson

Richard joined LOCSU as a Commissioning Lead in April 2016. Richard qualified as a dispensing optician in 1992 and is also a qualified Diabetic Retinal Grader. He completed the LOCSU Leadership Skills for Optical Professionals post graduate module in 2017. He has supported LOCs and the commissioning of services across the Midlands Region and is a member of a number of Local Eye Health Networks.

Richard ran his own Boots Opticians franchise for over twenty years and is still involved as a director of a practice in Glossop. He is also a Director of Primary Eyecare Services Ltd and a member of Greater Manchester East LOC and acts a locality lead for Tameside and Glossop.

He supports the profession as the ABDO Regional Lead for The North of England, Midlands & Anglia and also sits on the UK Domiciliary Eyecare Committee.

Richard was appointed as a registrant member to the GOC Investigation Committee in 2017 and became a GOC Case Examiner in December 2018.

He continues to support Vision Aid Overseas where he has previously served as Vision Centre Director supporting the integration of Vision Centres and optometry services into ophthalmology departments and hospitals throughout Africa.

Zoe Richmond

Zoe Richmond

Zoe has provided support as a Commissioning Lead to LOCs and Primary Eyecare Companies since 2011 and is a core team member of the LEHN covering the North East and Cumbria.

She has wide hands-on experience supporting high-profile ophthalmology service redesign programmes, supporting one of NHS England’s Vanguards to successfully redesign services across Morecambe Bay and also the Success Regime in North Cumbria.

Zoe represents LOCSU on a number of national groups including the National Primary Care Network and Public Health England’s Advisory group for Children’s Vision Screening.

She holds postgraduate certificates in Leadership Skills and Ophthalmic Public Health. As an experienced member of the LOCSU team, she provides mentoring support to LOCSU’s new Commissioning Leads and is currently working towards an ILM Coaching and Mentoring qualification.

Zoe also works as an optometrist in an independent practice in North Yorkshire and has been a member of Tees LOC for more than 20 years.

Martin Russ

Martin Russ joined LOCSU in April 2016 as a Commissioning Lead. Martin is an experienced optical practice development and training consultant. He co-founded the practice training and development company Total Marketing Resource (TMR). Prior to this he worked for Pilkington Barnes-Hind (contact lenses) in sales and technical management roles.

He recently sold his share in a group of four independent practices he ran in East Anglia, where he was supportive of the local community pathway initiatives.

Nizz Sabir

Nizz Sabir

Nizz Sabir works as an independent optometrist. He is a committee member of Rotherham & Barnsley LOC and North and North East Lincolnshire LOC.Nizz has completed the Leadership course in Optometry and Ophthalmic Public Health.  He has worked with his local Public Health team and Health and Wellbeing board to increase the awareness of the role of optometry and the LOC locally.

He has a keen passion to engage with stakeholders and increase the awareness of the role of optometry and the optometric profession provides in the health and well being of society.

Amar Shah

Amar Shah

Amar Shah was appointed a LOCSU Commissioning Lead in 2018. He is Chair of Avon Local Optical Committee. He works for Boots Opticians in Keynsham and is also a Business Consultant, specialising in healthcare.
